I am directed by the Secretary of State for India in

Council to acknogledge the receipt of your letter of the

5th August, No.28000, on the subject of an enquiry of the

Government of Hongkong whether the Secretary of State for

the Colonies will allow him to enter into an arrangement with

the Government of India for the purchase of not more than

540 cheats of opium during 1914-15 in respect of the year

1915-16 and of not more than 540 cheste during 1915-16 on

account of the year 1916-17.

In reply I am to say that the Marquess of Crewe has

no objection to offer to Sir F. May's endeavouring to come

to an arrangement with the Government of India as he proposes.
